Civic Chamber of the Russian Federation prevents cutting of 40 hectares of forest in the Irkutsk region
Civic Chamber Commission on Ecology took its part in the initiation of legal proceedings concerning exploitation of the land preservation zone of Kaya River in Irkutsk Region
Civic Chamber of the Russian Federation received the inquiry by Committee Chairwoman of “Rubin” territorial self-government organization (Irkutsk Region) Lubov Alikina that pointed towards the start of relict forest cutting in the water protection zone of Kaya River in the vicinity of Irkutsk.
The civic activist’s inquiry said that 40 hectares of land at the coastal protected area at the floodplain of Kaya River previously designated as a water protection zone was re-registered as agricultural land and further handed over in private ownership. “We are urging you to stop demolition of forest and bring to justice all those who issued those documents”, the inquiry received by the Civic Chamber goes.
After the inquiry was reviewed by members of the Civic Chamber Commission on Ecology and Environmental Protection, Commission Chairman Sergei Chernin addressed Sergei Donskoy, Minister of Natural Resources and Environment of the Russian Federation, asking to verify the information and take necessary measures wherever reasonable.
Reply of the Ministry signed by A.N.Gribennikov, Director of the Department on Forestry Public Policy and Regulation, has confirmed the facts conveyed by the Chairwoman of “Rubin” TSG. It states that specialists of the Irkutsk Regional Forestry Agency went to inspect the forest plot at the floodplain of Kaya River in the Area of Irkutsk, Irkutsk Region.
By now, the Administration of Markov municipality in Irkutsk Region filed the lawsuit with Bakhanov district court demanding to compensate for material damage caused by the forest demolition. The Court handed down the ruling on preparation for a civil case trial.
In addition, the Irkutsk Regional Forestry Agency sent a letter to the Regional Prosecutor’s Office asking to take appropriate measures to prevent further damage to environment due to relict forests cutting.
“It’s still early to put a full stop in this story. For today, we have managed to resolve only a half-part of the problem, as it’s necessary to stop cutting of centuries-old trees, though law enforcements authorities are yet to find out why plots designated as parts of protected water and forest zones happened to be in private ownership as farmlands. Civic Chamber is going to participate in the investigation of the case. Now, it’s up to the Court to say its word. Sadly, it’s not a single case within the scope of our country. Fortunately, this situation drew attention of conscious citizens who helped protect the forest and legitimate interests of people. We are sincerely grateful to Lubov Konstantinovna Alikina and other residents of “Rubin” TSG”, said Chairman of the Civic Chamber Commission on Ecology Sergei Chernin.
